PUBLIC DISCUSSIONS ON FISCAL DECENTRALIZATION 10.11.2006

The Coalition for Fiscal Decentralization in partnership with the Ministry of Local Public Administration organizes a public discussion with the subject “ Conceptual and legal framework with respect to local autonomy and fiscal decentralization in the Republic of Moldova” that will take place on November 13, 2006 , starting at 12.30 in the Government Conference Room (Bănulescu Bodoni Street) .          

The Fiscal Decentralization Strategy Concept in the Republic of Moldova (2007-2010) will be presented during the discussion as well as the results of the Project assistance to the Ministry of Finance on Reforming the system of interbudgetary transfers in the Republic of Moldova and the perspectives of its implementation; the local experts’ opinion with respect to the draft Law on Local Public Administration (new edition), the draft Law on Administrative Decentralization and the draft Law on Amendments and Addenda to some Legal Acts.

The purpose of the public discussion is to involve researchers, experts, and scientists who contributed to the promotion of fiscal decentralization and local autonomy through studies and researches during the last two years within the process of improving the Local Public Administration legal framework. Likewise, members of the Coalition for Fiscal Decentralization (representatives of Central Public Administration and Local Public Administration Authorities, NGOs, scientists and Mayors’ Associations) who have countersigned the Memorandum for Strengthening the Local Autonomy in the Republic of Moldova during the National Forum will participate to the discussion.

Note : This activity is part of the Project on „Fiscal Decentralization: from Recommendations to Implementations”, which implementation is coordinated by the Coalition of NGOs for Fiscal Decentralization, comprising three local NGOs (Business Consulting Institute, Foundation for Social and Economic Research – CASE Moldova and Center for Social Entrepreneurship and Investigation “Counterpart”) with the assistance of Soros Moldova Foundation Program on Local Public Administration in collaboration with the Project local partners.
